Why Does Unity Resolution Not Change Anythings Size?

Notice how the Gengar does not change size at all, Nor does the UI size. The only thing that changes is the window size in windowed mode and the pixel resolution rendering size of UI elements such as text in fullscreen mode. I have two questions.
